Goa authorities have sealed at least two nightclubs as part of a statewide enforcement drive launched after a devastating fire at the Birch by Romeo Lane nightclub on December 6, which claimed 25 lives, officials confirmed.

Cafe CO2 Goa, a popular nightlife venue perched on a cliff overlooking the Arabian Sea at Vagator beach in North Goa, was sealed on Saturday. The action came just two days after another Vagator-based establishment, Goya Club, was shut for alleged regulatory violations.
A state government-appointed inspection team found that Cafe CO2 Goa, located at Ozrant Cliff and having a seating capacity of around 250, lacked a mandatory no-objection certificate from the Fire and Emergency Services Department. Officials also flagged concerns related to structural stability and unauthorised construction beyond approved limits, leading to its immediate closure.
Meanwhile, the investigation into the Birch by Romeo Lane fire tragedy has intensified. Police have arrested six people so far, including managers and staff of the nightclub. The owners, Saurabh Luthra and his brother Gaurav Luthra, have been detained in Phuket, Thailand, where local authorities have initiated deportation proceedings, according to government sources.
In response to the incident, the Goa government has announced a series of stringent safety measures for all tourist and entertainment establishments across the state. These include mandatory fire safety compliance, a complete ban on fireworks, and restrictions on liquor sales after 11 pm.
Chief Minister Pramod Sawant has issued a strong warning, stating that any establishment failing to comply with the new safety norms will face licence cancellation and sealing of premises. The measures are aimed at preventing similar incidents, especially ahead of the busy Christmas and New Year season.
Under the revised guidelines, all establishments must hold valid fire safety certifications and obtain necessary approvals from the Fire Department. Functional smoke detectors, sprinkler systems, fire hydrants, and fire extinguishers have been made compulsory.
Emergency exits and escape routes must remain unobstructed, supported by illuminated signage, evacuation maps, and emergency lighting. Venue operators are also required to strictly follow authorised occupancy limits to avoid overcrowding.
Additionally, the use or operation of fireworks, sparklers, and pyrotechnic effects has been completely prohibited inside nightclubs, bars, restaurants, hotels, beach shacks, and all other event venues across Goa.
