Why is the Modi government not removing the age limit of getting Corona vaccine immediately?

The Government of India should change its rules a little more now in giving vaccination.  Its demand is arising from many state governments.
 The Maharashtra government has written a letter to the central government in this regard, asking everyone above 25 years to get the Corona vaccine.
 At the same time, Aam Aadmi Party leader Raghav Chadha, who is ruling on the power of Delhi, is asking the Prime Minister whether the price of life of the people of Pakistan is more than the price of the people of India for the Government of India.  He was referring to the decision of vaccine export.
 A similar request has been made by the Medical and Health Minister of Rajasthan, Dr. Raghu Sharma to the Central Government.  He said on Monday, “With the rapid spread of corona infection in the state, the central government should immediately remove the age limit for corona vaccination, so that the spread of infection can be stopped by vaccinating more people in a short time.”
 The thing to note is that there is a non-BJP party government in these three states.
Apart from this, the Indian Medical Association also demanded the same on Tuesday.  The IMA has written a letter to the Prime Minister suggesting that all Indians above the age of 18 years should be allowed to install the Corona vaccine to the government.
 When there is so much demand from different circles, why is the Modi government not taking a decision on it immediately.  On Tuesday, Health Secretary of the Central Government Rajesh Bhushan also responded to this in a press conference.
 He said, “Whoever is needed everywhere in the world has been given the vaccine first. Not the one who wants it. For this, many countries of the world like Britain, America, France and Australia also gave an example. Every country has phased  Launches vaccination campaign with age limit in mind. “
