Employees in the Punjab government who fail to take even the first dosage of the Covid vaccine for reasons other than medical may be forced to take a vacation from September 15. This was announced by chief minister Amarinder Singh on Friday as a move to protect the people of the state from the disease and to ensure that those who are vaccinated do not have to pay the price for those who aren’t.

The chief minister said vaccine effectiveness is obvious from the data being analyzed during a high-level virtual Covid review conference held on Friday. Government employees have been targeted specifically, and any who refuse to get vaccinated will now be ordered to take time off until they receive their first dosage.

Singapore is hitting Covid-19 case levels not seen since the early days of the outbreak, putting the city-state’s recent pledge to slowly open up and live with the virus to the test.

So far, they haven’t blinked — even as local infections surpass numbers reached when Singapore implemented its “circuit-breaker” shutdown in April 2020 and pushed cases so low that it became one of the stars of the Covid Zero approach to the pandemic. Previously, infection spikes like this were met with stringent restrictions like bans on indoor dining and closing gyms.

The country reported 450 cases of local infection on Thursday, while those who are seriously ill or in intensive care ticked up to 33 people, according to data by the health ministry.

A high rate of vaccination, Singapore is currently ranked seventh in the world, has helped contain hospitalizations and deaths. But those numbers are likely to climb in the weeks to come, as some early infections turn deadly.

Whether or not Singapore keeps to its reopening and normalization plan as the pathogen starts to circulate more widely will determine the future of the financial and business hub that has been considered a key entry point into Asia.

Spain is tweaking its travel entry rules from next week to require vaccination certificates from US tourists, adjusting to recent European Union (EU) advice on stricter rules due to growing anxiety over coronavirus contagion in the US.

The European Council’s decision earlier this week to remove the US from a safe list of countries for non-essential travel also came amid unanswered calls from European officials for “reciprocity” in travel rules.

Despite the EU’s move to open its borders to US citizens in June, the US didn’t allow EU tourists in.

Spain, a major tourism destination, is among a handful of EU countries that has announced steps to adjust its entry rules to the Council’s recommendation.

The country published Friday the new guidelines on its official gazette, also removing Israel, Kosovo, Lebanon, Montenegro and North Macedonia from the safe list.

What the rules say?

Under the rules, US tourists will no longer be admitted from Monday, unless they can show proof of being fully vaccinated at least 14 days before their trip. Unvaccinated children under 12 travelling with vaccinated adults are also allowed in the country.

West Bengal Chief Minister Mamata Banerjee on Wednesday said the government is thinking whether children will be required to be vaccinated in view of the COVID third wave and assured that everyone in the state will be given their jabs.

If required the government will carry out inoculation programmes for children similar to the pulse polio drive, she said.

Ms Banerjee said 12 lakh people in Bengal got their COVID jabs on Tuesday and in the urban areas 75 per cent of the population have been inoculated.

Everyone will be vaccinated. Do not rush to the vaccination centres after hearing rumours and unnecessarily create panic. Do not be worried,” she said.

“Not a single dose (of vaccine) is wasted in Bengal. Our requirement is 14 crore… We have the responsibility to administer the vaccines, but the Centre is supplying them,” she said while laying the foundation stone of Dhunseri Poly Films plant in Panagarh.

Keeping the third wave in mind, we are now thinking whether children will be required to be vaccinated or not. If required, the government will initiate inoculation programme similar to the pulse polio drive,” she added.

On Tuesday 12,10,095 people got the vaccine in different districts of Bengal taking the total number of people getting the dose to over four crore.

About 25 persons, mostly women, were injured in jostling outside a vaccination centre in Dhupguri in West Bengal’s Jalpaiguri district on Tuesday.

Two doses of the Moderna Covid-19 vaccine produced more antibodies than those fully vaccinated with the vaccine from Pfizer-BioNTech, a study comparing the immune response of the two vaccines showed. The vaccines by both Pfizer-BioNTech and Moderna use the mRNA technology and are currently being widely used in inoculations by several countries.

Almost 1,650 healthcare workers from a hospital in Belgium, including men, women, those previously infected with Covid-19 and those uninfected, across age groups, were involved in the study. As many as 688 people received the Moderna vaccine and 959 people were immunised with the Pfizer-BioNTech vaccine.

The findings of the study were published in a letter to the Journal of the American Medical Association on August 30. The study showed that among people previously uninfected, those who were inoculated with the Moderna vaccine had an antibody response of 2,881 units/ml while those administered with the Pfizer vaccine had 1,108 units/ml. Similarly, among those previously infected too, those with the Moderna vaccine showed higher antibody presence than those who received the Pfizer vaccine.

The study also show that previously infected participants had higher counts of antibodies than those who were not infected, after receiving both doses of the vaccine. Both the vaccines have demonstrated an efficacy rate of more than 90% in preventing Covid-19 illness.

Myanmar will vaccinate minority Muslim Rohingya people against the coronavirus, a spokesman for its ruling military said on Friday, adding that no one will be left behind in its inoculation campaign.

Hundreds of thousands of Rohingya fled to Bangladesh during military operations in 2017 and those who remain complain of discrimination and mistreatment in a country that does not recognise them as citizens.

Spokesman Zaw Min Tun said authorities were making progress in reducing coronavirus infections and increasing vaccinations and aimed to inoculate half of the country’s population by the end of this year.

Myanmar reported 2,635 new coronavirus infections and 113 additional deaths on Thursday, though the number of daily cases and reported fatalities have come down from a peak hit in July.

The vaccinations would include Rohingya people in Maungdaw and Buthidaung districts bordering Bangladesh, he said.

He referred to them as “Bengalis”, a term used for decades in Buddhist majority Myanmar to describe Rohingya, a group many regard as unwanted immigrants from neighbouring Bangladesh.

“They are also our people as well,” Zaw Min Tun told a regular news conference. “We will not leave anyone behind.”

It was not immediately clear whether the vaccination campaign would extend to Rohingya Muslims living in densely-packed camps in Rakhine state and what the qualification criteria would be.

The issue is deeply sensitive in Myanmar, where animosity about Rohingya runs deep. International rights groups say hundreds of thousands of stateless Rohingya should be entitled to citizenship rather than be discriminated against and branded illegal immigrants.

The National Institute of Disaster Management (NIDM), which is part of the Ministry of Home Affairs (MHA), recently reported to the Prime Minister’s Office (PMO) that the third wave of COVID-19 could peak around October. Pediatric facilities and equipment fall well short of what will be required if a big number of children get the deadly virus.

Vaccinating children with comorbidities and those with impairments was also emphasized in the report. “The situation is already grave, and it is likely to get worse as a result of a lack of adherence to Covid Appropriate Behaviour (CAB), insufficient medical facilities, and lagging vaccination,” according to the research.

Only those who are fully vaccinated against coronavirus or have a negative RT-PCR test report will be allowed to enter Punjab from Monday, Chief Minister Amarinder Singh said today. People coming from neighbouring Himachal Pradesh and Jammu will be strictly monitored.

In schools and colleges in Punjab, only fully vaccinated teaching and non-teaching staff, or those recently recovered from COVID-19, can physically be present to teach even as online classes remain an option for students.

Mr Singh also wants teachers and non-teaching staff to be prioritised for vaccination, with special camps. The state’s Health Minister, meanwhile, pitched reducing the gap between the two doses to prioritise the second dose for teachers and other school staff.

Punjab on Friday reported 88 Covid cases and no deaths. The state’s total case tally is nearly six lakh.
