One person was shot and killed in Portland, Oregon, as a large caravan of President Donald Trump supporters and Black Lives Matter protesters clashed in the streets of the city that has become a flashpoint in the national unrest since George Floyd was killed.

It wasn’t clear if the shooting late Saturday was linked to fights that broke out as a caravan of about 600 vehicles was confronted by counterdemonstrators in the city’s downtown.

Police said the caravan had left the area around 8:30 pm, and officers heard gunshots around 15 minutes later. Officers arrived at the shooting scene “within a minute,” police said, but the man who was shot did not survive.

An Associated Press freelance photographer heard three gunshots and then saw police medics attending to the victim, who appeared to be a white man.

The freelancer said the man was wearing a hat bearing the insignia of Patriot Prayer, a right-wing group whose members have frequently clashed with protesters in Portland in the past.

Police said the man was shot in the chest. He was not immediately identified. It’s unclear who shot him.     

Homicide detectives were looking for more evidence, acknowledging that several images and videos had been posted on social media.

“It is important for detectives get a full and accurate picture of what happened before, during, and after the shooting,” a police statement said. “If anyone was a witness, has video, or has information about the homicide, they’re asked to contact the primary detectives.” 

“This violence is completely unacceptable and we are working diligently to find and apprehend the individual or individuals responsible,” Chief Chuck Lovell said.

Portland has been the site of nightly protests for more than three months since the police killing of Floyd in Minneapolis. Many of them end in vandalism and violence, and hundreds of demonstrators have been arrested by local and federal law enforcement since late May.

In the two hours following the shooting, protesters gathered downtown and there was sporadic fighting and vandalism, police said.

Ten people were arrested, police said.

The caravan had arrived downtown just as a planned protest was getting underway.

The chaotic scene came two days after Trump invoked Portland as a liberal city overrun with violence in a speech at the Republican National Convention as part of his “law and order” re-election campaign theme. The caravan marked the third Saturday in a row that Trump supporters have rallied in the city.

On Sunday, Trump issued a flurry of tweets and retweets, including several that blamed Portland Mayor Ted Wheeler for the death and one in which the president appeared to be encouraging his supporters to move into Portland.

“GREAT PATRIOTS!” Trump wrote as he shared video of his supporters driving into Portland to confront the protesters.

Acting Homeland Security Secretary Chad Wolf blamed local officials for failing “to protect their communities”. 

“I’m asking Portland officials, so that’s the mayor, that’s the governor and that’s local law enforcement, to do their job to address any violent activity that is occurring in their streets,” Wolf told CBS’ “Face the Nation.”      

 Wolf said the federal government was prepared to send agents to Portland and other cities to protect federal buildings and assist police.

When federal agents increased their presence in downtown Portland in July, the city saw some of the largest protests of the summer, with thousands of people turning out nightly.

The crowds dissipated after the agents withdrew and State Police agreed to protect federal buildings for a two-week period.

Trump and other speakers at last week’s Republican convention evoked a violent, dystopian future if Democratic presidential hopeful Joe Biden wins in November and pointed to Portland as a cautionary tale for what would be in store for Americans.

The pro-Trump rally’s organiser, who recently coordinated a similar caravan in Boise, Idaho, said in a video posted Saturday on Twitter that attendees should only carry concealed weapons and the route was being kept secret for safety reasons.

The caravan had gathered earlier in the day at a suburban mall and drove as a group to the heart of Portland. As they arrived in the city, protesters tried to stop them by standing in the street and blocking bridges.

Video from the scene showed sporadic fighting, as well as Trump supporters firing paintball pellets at opponents and using bear spray as counterprotesters threw things at the Trump caravan.

The Black Lives Matter demonstrations usually target police buildings and federal buildings. Some protesters have called for reductions in police budgets while the city’s mayor and some in the Black community have decried the violence. — AP

United States President Donald Trump “is no hawk” and he believes in seeking peace instead of perpetual conflict, a top national security official from the White House told Americans Wednesday as he urged them to re-elect him in the November presidential election.

“President Trump challenged, and continues to challenge, an increasingly provocative and militant China. But make no mistake, President Trump is no hawk,” Lt Gen (retired) Joseph Keith Kellogg Jr., who is the National Security Advisor to Vice President Mike Pence, said in his address to the Republican National Convention.

“He wisely wields the sword when required, but believes in seeking peace instead of perpetual conflict,” Kellogg said in his address on the third day of the convention.

The Republican National Convention will on Thursday formally re-nominate President Donald Trump as its candidate for the November 3 presidential election.

President Trump and Vice President Mike Pence will be challenged by the Democratic Party’s presidential nominee Joe Biden and his Indian-American running mate Senator Kamala Harris.

In his remarks, Kellogg said that just over a week ago, Trump brokered a peace agreement between the United Arab Emirates and Israel, the first in the Middle East in over 25 years. And this week, Afghan negotiators, with help from American officials, will start peace negotiations between the Taliban and the Afghan government to end America’s longest war, he said.

“Ask yourself, has this President kept his promises…to keep us out of needless conflicts and to pursue ending wars without end? Has he defended your interests in renegotiating trade deals that previously hurt Americans and our national security? Has he fulfilled his Commander in Chief role by decisively going after our Nation’s enemies? You and I know, the answer is yes,” Kellogg said.

The choice is clear, he said. “This is the most important election of our lifetime. The next four years will decide the course of our country for decades to come. I am asking you to stand up and be counted, so we never have to look back and recall what it was once like in America when men and women were free, our families were secure — and we had a President who served the people,” he said.

Over the past three-and-a-half years, Kellogg said, he has witnessed every major foreign policy and national security decision by the President.

“I have been in the room where it happened. I saw only one agenda and one guiding question when tough calls had to be made is this decision right for America?” he said.

The Trump administration has relaxed some rules for H-1B visas holders by allowing them to enter the United States if they are returning to the same jobs they had prior to the proclamation of the visa ban.


The US Department of State advisory said dependents (spouses and children) will also be allowed to travel along with primary visa holders.
“Travel by applicants seeking to resume ongoing employment in the United States in the same position with the same employer and visa classification”, the state department advisory said.


The administration also allowed travel by technical specialists, senior-level managers, and other workers who hold H-1B visas and their travel is necessary to facilitate the immediate and continued economic recovery of the United States.


On June 22, the US President Donald Trump had signed a proclamation that till the end of the year in the aftermath of the COVID-19 pandemic.
The administration also allowed travel of visa holders who are working as public health or healthcare professional, or researcher to alleviate the effects of the COVID-19 pandemic, or to conduct ongoing medical research in an area with a substantial public health benefit.


‘Travel supported by a request from a US government agency or entity to meet critical US foreign policy objectives or to satisfy treaty or contractual obligations. This would include individuals, identified by the Department of Defense or another US government agency, performing research, providing IT support/services, or engaging other similar projects essential to a US government agency,’ the advisory stated.

US President Donald Trump has said that he will look into the legislation introduced in the Senate a day earlier that proposes sanctions on China if it fails to cooperate and provide a full accounting of the events leading up to the novel coronavirus outbreak. The coronavirus, which first emerged in China’s Wuhan city last year, has claimed nearly 3,00,000 lives and infected over 4.3 million people across the world so far. The US alone has recorded close to 85,000 COVID-19 deaths.

“I will certainly look at it (the legislation), they build to sanction China so I will certainly take a look at it. I have not seen it yet,” Trump told reporters on Wednesday. The legislation was introduced by Senator Lindsey Graham and eight other senators on Tuesday. The COVID-19 Accountability Act mandates the president to make a certification to Congress within 60 days that China has provided a full and complete accounting to any COVID-19 investigation led by the US, its allies or UN affiliates such as the World Health Organization and has closed all operating wet markets that have the potential to expose humans to health risks through the introduction of zoonotic disease into the human population.

Without the certification, the president would be authorized to impose a range of sanctions such as asset freezes, travel bans, visa revocations, restricting United States financial institutions from making loans or underwritings to Chinese businesses and prohibiting Chinese firms from being listed on American stock exchanges. 

Following the Senate legislation, Congressman Doug Collins on Wednesday introduced the COVID-19 Accountability Act to hold China accountable for creating a global pandemic by giving the president the authority to impose sanctions on China if they fail to cooperate. The legislation is co-sponsored by more than two dozen lawmakers. — PTI
