The Rajya Sabha witnessed a brief disruption on Friday when the proceedings were adjourned for ten minutes after it was pointed out that no Cabinet Minister was present in the House. The issue was raised immediately after members paid tribute to the security personnel who courageously repelled the 2001 Parliament terror attack.

Opposition MPs drew attention to the absence of Cabinet Ministers, prompting Chairman C. P. Radhakrishnan to intervene. He assured the House that he would take up the matter with the government and directed a junior minister to arrange for the presence of a Cabinet Minister.

“I understand the procedure. I have requested the minister. One of the Cabinet Ministers should come,” Radhakrishnan stated.

However, Opposition members remained dissatisfied and demanded that the House be adjourned until a Cabinet Minister was present. Congress leader Jairam Ramesh criticised the situation, calling it “an insult to the House,” and reiterated the demand for an adjournment.

After waiting for around five minutes with no Cabinet Minister in sight, the Chairman suspended the proceedings for ten minutes.

When the Rajya Sabha reconvened, Parliamentary Affairs Minister Kiren Rijiju expressed regret over the absence of senior ministers. He explained that he had been in the Lok Sabha to participate in tributes following the passing of former Speaker and former Home Minister Shivraj Patil.

He added that Leader of the House J. P. Nadda was also occupied in the Lower House as he had scheduled questions listed for the session. “I regret that a Cabinet Minister was not there,” Rijiju said.

Congress MP Pramod Tiwari pointed out that Patil had also served as a Rajya Sabha member and sought that the Upper House should pay its respects as well. Rijiju responded that the Secretariat was in the process of scheduling a condolence reference.

When the House resumed its business, several senior ministers—including Finance Minister Nirmala Sitharaman—were present.

After Congress leader Rahul Gandhi claimed today that outsiders entered the Rajya Sabha on Wednesday and manhandled MPs, the Union government published new CCTV evidence showing that MPs from the grand old party had manhandled women marshals.

Times Now obtained camera footage that shows Congress members continuously assaulting marshals. Women MPs were also seen wearing women marshals’ collars. Two marshals were hurt as a result of this incident, and one of them was brought to the dispensary for treatment.

The Constitution (127th) Amendment Bill will be introduced in the Lok Sabha on Tuesday by Dr. Virender Kumar, the Union minister for social justice and empowerment.

The Lower House introduced a constitutional proposal on Monday that seeks to restore governments’ capacity to identify economically disadvantaged groups. Because it is a constitutional amendment, both Houses must approve it.

The 127th Constitution Amendment Bill 2021 tries to get around a Supreme Court judgment from May 2021 that ruled only the Centre, not the states, could notify the socially and educationally backward classes (SEBCs).

On Monday, the Rajya Sabha was intended to address these, but instead debated the Taxation Laws (Amendment) Bill, 2021, and the Central Universities (Amendment) Bill, 2021, which were added to the additional list of businesses. In the Lok Sabha, both bills were passed.

The productivity of the Rajya Sabha in the third week of the monsoon session of parliament has gone up to 24.2 per cent, as compared to the previous week, with the passing of eight bills, sources in the Rajya Sabha secretariat said.

68 Rajya Sabha members from 17 parties discussed eight bills during the week.

Since the session began on July 19, 60 of the 78 hours of time of the house were lost due to disruptions. Further, 197 Zero Hour and 153 special mention occasions were lost.

Since the start of the monsoon session of parliament, the Rajya Sabha and the Lok Sabha have witnessed constant disruptions over several issues, including the Pegasus snooping scandal, with face-offs between the government and the opposition.

Prime Minister Narendra Modi on Tuesday slammed the opposition, saying repeated adjournments forced by the opposition were “an insult to the constitution… to democracy and to the public”.

Parliament is being insulted by the acts of the Opposition in both Houses. The person who snatched the paper and tore it is not repentant of his acts,” the Prime Minister told BJP MPs at a meeting.

He was referring to Trinamool MP Santanu Sen who snatched IT Minister Ashwini Vaishnaw’s papers, as he was about to make a statement on the Pegasus row.

The Rajya Sabha on Wednesday passed the Deposit Insurance and Credit Guarantee Corporation (Amendment) Bill amid opposition uproar, with Finance Minister Nirmala Sitharaman saying the proposed legislation will help small depositors, including those of the stressed PMC Bank. The bill was passed after a short debate.

The Bill proposes that even if a bank is temporarily unable to fulfil its obligations due to restrictions such as moratorium, depositors can access their deposits to the extent of the deposit insurance cover through interim payments by the Deposit Insurance and Credit Guarantee Corporation (DICGC). For this, the Bill seeks to insert a new Section in the DICGC Act, 1961.

Replying to a brief debate, Sitharaman said the legislation would provide relief to small bank depositors.

She said the proposed legislation will also help depositors of 23 cooperative banks which are under stress.

“PMC Bank depositors will also benefit from this bill,” she said.

Thousands of depositors of the fraud-hit multi-state cooperative bank are facing hardship. The PMC Bank is currently under reconstruction.

The bill also seeks to amend Section 15 of the DICGC Act to enable the Corporation to increase the ceiling on the amount of premium, with the prior approval of the Reserve Bank of India (RBI).

Besides, it will also provide that the DICGC may defer or vary the receipt of repayments due to it from the insured bank and to empower the Corporation to charge penal interest in case of delay in repayment by the banks to the Corporation.

Though the RBI and the central government keep monitoring the health of all banks, there have been numerous recent cases of banks, especially cooperative banks, being unable to fulfil their obligations towards depositors due to the imposition of moratorium by the RBI.

Earlier this week, the Union Cabinet cleared amendments to the DICGC Act.

Last year, the government had increased insurance cover on deposits by five times to Rs 5 lakh.

Trinamool Congress MP Shantanu Sen was on Friday suspended for the remaining part of the monsoon session of Parliament, even as the Rajya Sabha failed to function for the fourth day in a row.

Mr. Sen’s suspension comes a day after he snatched and tore the statement on Pegasus which the Minister for Electronics and Information Technology Ashwini Vaishnaw was reading.

The motion seeking his suspension was moved by Minister of State for Parliamentary Affairs V. Muralidharan and passed by voice vote.

The Opposition parties protested against the move, saying they were not given an opportunity to respond.

TMC members Derek O’Brien and Sukendu Sekhar Roy wanted the members concerned to be given an opportunity to speak. Mr. O’Brien said that after the House was adjourned on Thursday, Mr. Sen was roughed up. “We saw boorish behaviour and hooliganism in this House,” he added.

In response, Chairman M. Venkaiah Naidu said this issue was not brought to his notice.
