										<content:encoded><![CDATA[<p>Bihar Chief Minister Nitish Kumar has agreed, in principle, to take up the issue of a caste-based census with Prime Minister Narendra Modi, leader of the opposition Tejashwi Yadav claimed on Friday.</p>
<p>Mr Yadav said this while talking to reporters after calling on the chief minister inside the assembly premises, leading a delegation of leaders of the five-party Grand Alliance helmed by his RJD.</p>
<p>The Centre&#8217;s recent statement in the Parliament that a caste-based census would include only the Scheduled Tribes and Scheduled Castes has triggered a fresh demand for inclusion of the OBCs, who dominate the political scenario in Bihar post implementation of the Mandal commission report.</p>
<p>&#8220;The chief minister told us that he agreed with our demand for a caste based census. He said he was leaving for Delhi later in the day. Upon his return on August 02 he will write to the Prime Minister and seek an appointment&#8221;, Mr Yadav said.</p>
<p>The former Deputy Chief Minister has been suggesting that the chief minister should meet the PM heading a delegation, which could include the leader of the opposition, to broach the subject.</p>
<p>Notably, Mr Kumar, an OBC himself, too has repeatedly spoken in favour of holding a caste-based census and recently urged the centre to reconsider its stance on the issue.</p>
<p>Besides, resolutions in support of a caste-based census have been passed unanimously by both Houses of the state legislature in the past.</p>

<p class="wp-block-paragraph">At present, there are 14 ministers in Bihar government regarding Nitish Kumar, out of which 7 are from BJP, 5 from Janata Dal United, 1 from Hindustani Awam Morcha and 1 from Vikas Insaan Party.  The number of vacant ministerial posts in the Bihar government is 22 at this time.<br> Chief Minister Nitish Kumar can expand his cabinet in the next 1 to 2 days.  According to the 243 seats in the assembly, a total of 36 ministers can be made in the Bihar government.  According to sources, the matter has been resolved regarding the ministerial division between BJP and Janata Dal United.</p>



<p class="wp-block-paragraph">At present, there are 14 ministers in Bihar government regarding Nitish Kumar, out of which 7 are from BJP, 5 from Janata Dal United, 1 from Hindustani Awam Morcha and 1 from Vikas Insaan Party.  The number of vacant ministerial posts in the Bihar government is 22 at this time.  Nitish Kumar was constantly demanding that the vacant ministerial seat should be divided on the 50:50 formula and it seems that Nitish Kumar has been successful in putting pressure on the BJP.</p>



<p class="wp-block-paragraph">According to information from sources, the vacancy of the ministerial post has been done on a 50:50 formula between BJP and Janata Dal United.  It is believed that when Nitish&#8217;s cabinet gets expanded, then 11 ministers will be from BJP quota and the remaining 11 from Janata Dal United quota.</p>



<p class="wp-block-paragraph">If on this basis, there is a ministerial division between the BJP and Janata Dal United, then there will be a total of 18 ministers from the BJP quota, 16 ministers from the Janata Dal United quota, one from the Hindustani Awam Morcha and one from the developing Insan Party.<br>
Shahnawaz Hussain, a senior party leader and national spokesperson from the BJP quota, is almost certain to become a minister in the Nitish government.  Shahnawaz Hussain had filed his nomination for Bihar Legislative Council by-election 2 days ago and no one had filed nomination against him and in such a situation he has become unopposed MLC.</p>



<p class="wp-block-paragraph">MLC Samrat Chaudhary from BJP quota and Sanjeev Chaurasia, MLA from Digha are also in the race to become ministers.  There is also talk of BJP MLA Rana Randhir from Madhuban and BJP MLA Pramod Kumar from Motihari.  MLA Krishna Kumar Rishi from Banmankhi and Sanjay Kumar Singh from Lalganj can also become ministers.</p>



<p class="wp-block-paragraph">Former minister from BJP quota and Nitish Mishra, MLA from Jhanjharpur and Sanjay Saraogi, MLA from Darbhanga can also become ministers.  Ramnagar MLA Bhagirathi Devi from BJP quota and Rampravesh Rai, MLA from Barauli can also be made ministers.<br>
It is almost certain to make Nalanda MLA and former minister Shravan Kumar a minister.  Shravan Kumar is a Kurmi from the caste.  Former minister Rajput quota and MLA from Dhamdaha Lacey Singh and independent MLA from Chakai Sumit Singh are likely to become ministers.  Either of the two can be made a minister.</p>



<p class="wp-block-paragraph">The names that are being discussed with Kushwaha quota include Amarpur MLA Jayant Raj and Harlakhi MLA Sudhanshu Shekhar.  MLC Kumud Verma may also find a place in the Nitish cabinet.  There is talk of making Parbatta MLA Sanjeev Singh from Bhumihar quota and Shalini Mishra, MLA from Kesariya.  Former minister Neeraj Kumar can also be made a minister from Bhumihar quota.</p>



<p class="wp-block-paragraph">Bahadurpur MLA and former minister Madan Sahni and MLA from Rupauli and former minister Bima Bharti can get a place in Nitish&#8217;s cabinet from the extremely backward quota.  Former minister and MLA from Jhajha Damodar Rawat may also get a ministerial post.  Former IPS officer from Dalit quota and Sunil Kumar, MLA from Bhore, can be made a minister.</p>
