The forthcoming census will be the first digital census and there is a provision for self-enumeration for it, the Centre told Lok Sabha on Tuesday in response to a question by Congress lawmaker Shashi Tharoor on whether there will be any changes or any additional information required in the 2021 Census as compared to previous editions.

In a written response, the Centre said a mobile app for the collection of data and a census portal for management and monitoring of various census related activities have been developed. The portal will require the mobile phone numbers and other details of individuals for logging in. In the case of self-enumeration, an individual will have to fill in the required details with the help of relevant codes for each field. After self-enumeration, an identification number will be sent on the registered number provided by the individual. The same number can be shared with the enumerator to help officials sync the data automatically.

The Centre said the data collected will not be used for the preparation of any other databases such as the National Register of Citizens. “The individual data collected in Census under the Census Act, 1948 are not made public as per the provisions contained in the Act,” the Centre said.

Minister of state for home Nityanand Rai also said there is no proposal to release the caste data at this stage.

The enumeration exercise is undertaken every 10 years.

A group of 200 farmers reached Jantar Mantar in central Delhi on Thursday to protest against the Centre’s three controversial farm laws as the Monsoon session of Parliament was underway.

Police threw a ring of security around central Delhi and kept a tight vigil on the movement of vehicles.

The Delhi government and police on Wednesday agreed to allow farmers to hold the Kisan Sansad at Jantar Mantar from today till August 9 between 11 am and 5 pm.

The protesters have been asked to give an undertaking that all Covid norms would be followed and the protest would be peaceful, PTI reported.

This is the first time since the violence in the national capital during a tractor rally on January 26 that the authorities have given permission to protesting farmer unions to hold a protest in the city.

The ‘warm’ vaccine formulations developed by scientists at IISc and biotech firm Mynvax result in antibodies that neutralise all current SARS-CoV-2 variants of concern, an independent evaluation of the formulations done by CSIRO, Australia, — the agency that had done animal tests for the Oxford-Covishield vaccine candidate last year — has shown.

The findings have been published (on Thursday) in the peer-reviewed ACS Infectious Diseases journal and will pave the way for clinical development leading to human trials. The published study was led by Prof Raghavan Varadarajan from IISc and TOI first reported about the vaccine in November 2020.

As per the paper, researchers have shown the formulations triggered a strong immune response in mice, protected hamsters from the virus, and remained stable at 37°C up to a month and at 100°C for up to 90 minutes — living up to its “warm vaccine” tag.

Most vaccines require refrigeration to remain effective — Oxford-AstraZeneca must be kept between 2-8°C; Pfizer requires specialised cold storage at -70°C.

The IISc-Mynvax vaccine has been designed by genetically engineering a domain of the S-Protein of the SARS-CoV-2 virus, called the Receptor Binding Domain (RBD), which attaches itself to the Ace2 receptor on the surface of target cells in the human respiratory tract. This enables the virus to enter the body and cause the infection.

The Union health ministry on Tuesday expressed concern over the gross violation of Covid-19 norms and said that people are treating third wave warning like a “weather update”.

Addressing a press briefing, Lav Agarwal, joint secretary, health ministry said approximately 73.4 per cent of the new Covid-19 cases reported in July were from Kerala, Maharashtra, Tamil Nadu, Andhra Pradesh and Odisha.

He further informed that central teams have been sent to 11 states/UTs including Maharashtra, Chhattisgarh, Assam amid rising cases.

 

“When people talk about the third wave, they are taking it as a weather update and not understanding its seriousness and responsibilities associated with it,” he said.

 

“A further surge in cases is being noted in some states, like, Manipur, Mizoram, Tripura, Arunachal Pradesh. Similarly, there are some states, where cases have come down but are still being witnessed in the form of plateau,” he added.

 

NITI Aayog Member (Health) Dr V K Paul said the world is witnessing third wave and we have to make efforts to ensure that India doesn’t go through the same.

 

“The world is witnessing third wave. We’ve to join hands to ensure that third wave doesn’t hit India. PM today clearly said that we should focus on keeping third wave at bay, instead of discussing when it would come in India,” he said.

A student from Kerala’s Thrissur enrolled at a medical college in China, who was the first Indian to test positive for Covid-19 in January 2020 after returning to India following the outbreak of the pandemic, has been infected again, a health official said on Tuesday. She is, however, asymptomatic, the official added.

“She has been tested positive and under quarantine at her home. None of the family members have tested positive so far,” said Thrissur district medical officer K J Reena. She said re-infection is nothing new, and some of the health workers have been infected twice.

The student was found to have been reinfected after she was retested as she planned to travel to Delhi. Her family said she is showing no visible symptoms and that she has also been administered the first Covid-19 vaccine dose.

The student, who has been unable to return to China as Beijing is yet to allow Indian students back into the country because of the pandemic, spent almost a month in hospital while undergoing treatment for Covid-19 in 2020. Two of her friends, who travelled with her from Wuhan, the epicentre of the pandemic in China, were also later tested positive.

The Indian Medical Association (IMA) today appealed to the Central and state governments to not let the guard down on the Covid front warning that a third wave was just around the corner. It expressed pain over complacency shown by authorities and the public in various parts of India at this crucial juncture.

Stressing that tourist bonanza, pilgrimage travel, religious fervour are needed, but can wait for a few more months, the Indian Medical Association (IMA), in a statement, said global evidence and the history of any pandemic suggest that “the third wave is inevitable and imminent”.

“However, it is painful to note that in this crucial time, when everyone needs to work for the mitigation of the third wave, in many parts of the country, both governments and the public are complacent and engaged in mass gatherings without following Covid protocols. Tourist bonanza, pilgrimage travel, religious fervour, all are needed, but can wait for a few more months.”

“Opening up these rituals and enabling people without vaccination to go scot-free in these mass gatherings are potential super spreaders for the Covid third wave,” the IMA said.

The Delhi High Court on Wednesday granted a week to Bollywood actress Juhi Chawla and two others to deposit Rs 20 lakh in costs imposed on them for abusing the process of law by way of their lawsuit challenging 5G wireless network technology.

“The court is shocked at the conduct of the plaintiffs,” Justice J R Midha said as he observed that Chawla and others were “not even willing to gracefully deposit the costs”.

The judge was hearing three applications moved by the actor for refund of court fees, waiver of costs and replacing the word “dismissed” in the judgement with “rejected”.

The court’s reaction came after Chawla’s counsel, Senior Advocate Meet Malhotra’s, after withdrawing the application for waiver of costs, said that costs would either be deposited in a week or ten days, or legal remedies against the same would be taken.

“On one hand you move frivolous application and on the other hand, you withdraw the application and plaintiffs are not even willing to gracefully deposit the costs,” the court said.

The court stated that it, in fact, took a lenient view when it imposed costs of Rs 20 lakh on Chawla and others and did not initiate contempt proceedings.

Prime Minister Narendra Modi is all set for a mega expansion and reshuffle of his Cabinet, the first in his second term that started in May 2019.

Several new ministers are likely to be included in the PM’s council of ministers. Ahead of the reshuffle, several ministers, including Union health minister Harsh Vardhan and education minister Ramesh Pokhriyal, resigned from the Cabinet.

On Tuesday, social justice and empowerment minister Thaawarchand Gehlot had also vacated his ministry as he was appointed as the governor of Karnataka.

The new list that has come to the fore seems to have been guided by several factors, including the upcoming assembly elections in five states in 2022.

PM Modi had conducted an extensive review of the performance of several ministers in the run up to this exercise. So, while some ministers have been dropped, some others may be promoted.

Also, reports suggest that Modi’s new Cabinet will have a higher share of OBC representations, younger leaders and women ministers.

Farmers protesting three agricultural laws say they would begin demonstrating outside Parliament on July 22, part of a new push to force the government to scrap a set of legislation enacted last year. Farm unions have been holding long meetings to work out logistics and finalise strategies to intensify their agitation and coordinate movement of farmers from various states.

According to a plan announced by the Samyukt Kisan Morcha, a platform of farm unions spearheading the protests since November last year against the three laws, nearly 200 farmers will protest outside Parliament every day during the monsoon session.

The Samyukt Kisan Morcha also said farm organisations and like-minded groups would also hold countrywide protests against rising fuel prices on July 8.

Parliament is set to convene on July 19 for its upcoming monsoon session. Farm unions say they would soon dispatch a letter to all Opposition parties and lawmakers, urging them to raise the issue of the three farm laws during the entire session.

Farmers on tractors are likely to file into the Capital on July 21 evening. Accommodation arrangements have been beefed up at all current protest sites.
