										<content:encoded><![CDATA[<p>The productivity of the Rajya Sabha in the third week of the monsoon session of parliament has gone up to 24.2 per cent, as compared to the previous week, with the passing of eight bills, sources in the Rajya Sabha secretariat said.</p>
<p>68 Rajya Sabha members from 17 parties discussed eight bills during the week.</p>
<p>Since the session began on July 19, 60 of the 78 hours of time of the house were lost due to disruptions. Further, 197 Zero Hour and 153 special mention occasions were lost.</p>
<p>Since the start of the monsoon session of parliament, the Rajya Sabha and the Lok Sabha have witnessed constant disruptions over several issues, including the Pegasus snooping scandal, with face-offs between the government and the opposition.</p>
<p>Prime Minister Narendra Modi on Tuesday slammed the opposition, saying repeated adjournments forced by the opposition were &#8220;an insult to the constitution&#8230; to democracy and to the public&#8221;.</p>
<p>Parliament is being insulted by the acts of the Opposition in both Houses. The person who snatched the paper and tore it is not repentant of his acts,&#8221; the Prime Minister told BJP MPs at a meeting.</p>
<p>He was referring to Trinamool MP Santanu Sen who snatched IT Minister Ashwini Vaishnaw&#8217;s papers, as he was about to make a statement on the Pegasus row.</p>

										<content:encoded><![CDATA[<p>Trinamool Congress MP Shantanu Sen was on Friday suspended for the remaining part of the monsoon session of Parliament, even as the Rajya Sabha failed to function for the fourth day in a row.</p>
<p>Mr. Sen’s suspension comes a day after he snatched and tore the statement on Pegasus which the Minister for Electronics and Information Technology Ashwini Vaishnaw was reading.</p>
<p>The motion seeking his suspension was moved by Minister of State for Parliamentary Affairs V. Muralidharan and passed by voice vote.</p>
<p>The Opposition parties protested against the move, saying they were not given an opportunity to respond.</p>
<p>TMC members Derek O’Brien and Sukendu Sekhar Roy wanted the member concerned given an opportunity to speak. Mr. O’Brien said that after the House was adjourned on Thursday, Mr. Sen was roughed up. “We saw boorish behaviour and hooliganism in this House,” he added.</p>
<p>In response, Chairman M. Venkaiah Naidu said this issue was not brought to his notice.</p>
<p>Congress Chief Whip Jairam Ramesh asked Mr. Naidu to allow for a clarification on the statement made by Mr. Vaishnaw.</p>

<p>The nearly month-long session is likely to have around 20 sittings, the sources said.</p>
<p>The Monsoon session of Parliament usually commences in the third week of July and concludes ahead of Independence day.</p>
<p>A recommendation about the duration of the session has been made by the Cabinet Committee on Parliamentary Affairs, the sources said.</p>
<p>All Covid related protocols will be followed within the Parliament complex during the session, the sources said, adding that it is hoped that all those entering the complex during the session have taken at least one dose of Covid vaccine.</p>
