The Enforcement Directorate has arrested Vikas Bhatnagar, assistant manager of the Sahara Credit Cooperative Society, in connection with an alleged embezzlement of ₹14.36 crore of investors’ money. The arrest was made in Punjab, where the accused had been absconding for nearly five years, officials said.

According to investigators, the case relates to large scale misappropriation of funds collected from investors by promising high returns. An FIR was registered in Kanpur in 2021 against Bhatnagar and other officials of the company on charges of cheating and financial irregularities. During the probe, evidence surfaced indicating that crores of rupees had been siphoned off.

As the matter involved serious financial fraud, the state government later handed over the investigation to the Enforcement Directorate. So far, 14 accused have been arrested in the case, while charge sheets have been filed against 14 individuals. A total of 15 accused have been found guilty during the course of the investigation.

The ED said Sahara Credit Cooperative Society had its head office in Lucknow and branches in several districts including Kanpur, Agra, Aligarh, Etawah and Shahjahanpur. Company agents allegedly lured investors by offering unusually high interest rates and collected large sums of money.

Officials said Bhatnagar, a resident of Kidwai Nagar in Kanpur, was posted as assistant manager at the company’s Agra branch. At the time he went underground, he was living in Fatehgarh Sahib in Punjab. After receiving specific intelligence inputs, an ED team traced him and arrested him from Punjab before bringing him to Lucknow for further legal proceedings.

The Enforcement Directorate continues to investigate the case to identify other beneficiaries and trace the remaining proceeds of crime linked to the Sahara cooperative scam.

CM Yogi Adityanath  has expressed displeasure over the working of the Integrated Control and Command Center in Lucknow.

He has said that the officials concerned should ensure that this center is useful to the public, otherwise strict action will be taken.

Chief Minister Yogi has said that like last year, this year also the government will help the poor in the Corona era.

Chief Minister Yogi Adityanath gave several important directions to the team-11 set up to manage covid-19 in view of the growing Corona infection in the state.

CM said that 10 new oxygen plants will be set up in the state for oxygen supply.  He said that the Health Minister will keep an eye on the setting up of the oxygen plant.  Apart from this, the CM said that a new covid-19 hospital will be built at Awadh Shilpgram in Lucknow.

General OPD will remain closed except for emergency services in government hospitals.  Apart from this, the organization of Chief Minister Arogya Swasthya Mela has been postponed till May 16.

The CM has directed that the Food Safety and Drugs Department will provide adequate number of Remediver injections.  All hospitals will be provided with oxygen at an uninterrupted pace for the next 36 hours.

Very soon 10 new oxygen plants will be set up at different places in the state.  DRDO is getting support in this work.  Regarding the establishment of 10 new oxygen plants, the location should be started from today and the war level should be started.  Health Minister and Additional Chief Secretary Health will keep a direct watch on this entire action.

A new all-purpose covid Hospital will be built in Lucknow’s Awadh Shilp Gram with the help of HAL.  The Health Department should coordinate with HAL to immediately implement this very important work.
Weekly arrest declared on Sunday should be made effective in all the districts.

Pre-determined examinations will be held during this period.  Candidates will be able to travel by showing the admit card.  Public transport should be operated with half the capacity.  Industrial units will be exempted from imprisonment during weekly confinement.

General OPD operations should be suspended in government hospitals, barring emergency services and essential services.  Telemedicine should be encouraged, make wide spread of e-Sanjeevani app.  The names, expertise, etc. of doctors should be duly publicized.

The event of Chief Minister Arogya Health Fair will be postponed till May 16.
The supply of essential services and essential items related to medical and health will continue during the weekly confinement.

During this period, a massive campaign of cleanliness and sanitization should be carried out.  For the polling of Panchayat General Election-2021, the work of dispatching of polling parties will continue to be conducted.

During the weekly confinement, the predetermined work of marriage, marriage etc. will be completed, ensuring compliance with the covid protocol.  A maximum of 50 people can be present in closed halls and a maximum of 100 people in the open field events.  This order should be strictly followed.
Continuous supply of oxygen remained in Kovid hospitals of all the districts.

The Control Room established by the Food Safety and Drug Administration Department in connection with the smooth supply of medical oxygen remained active 24 × 7.

The Food Safety and Drug Administration Department should ensure adequate availability of Remedisivir.  The estimated oxygen availability for the next 36 hours should be ensured in all hospitals.  There is no shortage of any type of life saving medicines.  Their availability should be ensured in all districts.  Sag is not acceptable.

Minister of State Atul Garg will continuously monitor this work.
Private medical colleges where ICU beds are not available due to lack of oxygen cylinders.  Such institutions will be provided with cylinders by the state government.  DG Medical Education will ensure this arrangement.

So far, 29 lakh 50 thousand quintals of wheat have been purchased in the middle of covid nettle.  Compliance of the covid protocol should be ensured at the purchasing centers.  The Commissioner of Agricultural Production will monitor it.  There should be no delay in payment of farmers.

The Integrated Control and Command Center at Lucknow is in need of improvement in its functioning.  The concerned officials should ensure that this center is useful to the public, otherwise strict action will be taken.

Covid test work should be done in full capacity in all authorized private and government laboratories.  More than 19 thousand tests were conducted in private laboratories yesterday.  Full use of private laboratories should be done for covid test.  Samples collected at the government level should be sent to private laboratories.  Ensure District Administration Quality Control.

The number of dedicated covid hospitals should be increased in all districts.  The number of hospitals in L-2 and L-3 levels should be increased steadily.  There should be no shortage of beds anywhere.  Ensure provision of trained human resources in hospitals.  This system will be monitored from the level of the Minister of Medical Education.
The rate of corona infection is increasing.  A little carelessness can be overwhelming.  Therefore, people should be made aware by making full use of public address system.

The role of monitoring committees is important.  All arrangements related to publicity should be ensured for awareness.  Covid help desk should be fully active in public places.  Make it mandatory to wear masks in public places.  Action of informents should also be done as per requirements.

There is no shortage of funds for the work related to covid management.  Quarantine centers should be operated in all districts.  The centers should have proper medical facilities as well as proper arrangements for food and sleeping.  The people coming from other states should be quinted as per their needs after proper examination.
