In a dramatic breakthrough just days before Diwali, the Delhi Police Special Cell has arrested two suspected ISIS operatives, both allegedly plotting a major terror strike in the national capital. According to officials, the arrests have averted a potentially devastating attack planned at a South Delhi mall and a public park during the festive rush.

Both suspects, identified as Adnan from Sadiq Nagar (Delhi) and Adnan from Bhopal (Madhya Pradesh), were in the final stages of preparing an Improvised Explosive Device (IED), police said on Friday.

Vow of Allegiance and Explosive Plans

Senior police officials revealed that investigators recovered incriminating materials, including a chilling video where the duo could be seen taking a “vow of allegiance” to ISIS. They had also stored photos and maps of potential targets in Delhi — all high-footfall public areas frequented during Diwali.

A digital watch modified to serve as a timer for an IED, along with photos of locations where they planned to procure bomb-making materials, was seized from their possession, said Additional Commissioner of Police (Special Cell) Pramod Kushwaha during a press briefing.

“The arrests have averted a possible terror attack in Delhi. Both operatives were radicalized and operationally active,” Kushwaha confirmed.

The Operation and Timeline

The Special Cell first nabbed the Delhi-based Adnan from Sadiq Nagar on October 16, following leads about suspicious online activity linked to extremist networks. His interrogation led to the arrest of the second suspect from Bhopal, who was also found to have prior links to radical groups.

Sources said the Bhopal-based Adnan had previously come under scrutiny after allegedly threatening an Archaeological Survey of India (ASI) official on social media over the Gyanvapi mosque survey. He had earlier been detained by Uttar Pradesh Police in connection with that incident.

Terror Links Under Probe

According to preliminary investigations, the accused were actively associated with ISIS and were “motivated to carry out a high-casualty strike” in Delhi. The duo had already conducted reconnaissance of several crowded areas, including the targeted mall and park.

Authorities believe the pair was part of a larger network, and a nationwide probe is now underway to trace potential handlers and digital footprints of the plot.

“Electronic devices and incriminating materials have been seized from their possession. Interrogation is ongoing to uncover their local and international links,” said a senior officer.

Capital on High Alert

Following the arrests, security agencies have stepped up vigilance across Delhi, especially in commercial hubs, malls, religious places, and markets expected to witness heavy footfall during Diwali. Anti-terror units have been instructed to maintain maximum alert levels and continue monitoring potential sleeper cells.

Officials have urged citizens to remain vigilant and report any suspicious activity immediately.

The first cut-off list for Delhi University colleges has been released today. On Friday, Hansraj College and Jesus and Mary College (JMC) declared a 100 percent cutoff in two subjects for undergraduate admission.

While Hansraj has set a cutoff of 100 percent in BSc (H) Computer Science and 99.75 percent in BCom (H) and Economics (H), JMC has stated that students seeking admission to Psychology (H) who do not include Psychology in their best of four subjects will need to pass the course with a score of 100 percent. Late Monday morning, a four-story structure in Malkaganj, near Subzi Mandi, in north Delhi fell. Two brothers were rescued from the rubble, but they were pronounced dead at Bada Hindu Rao hospital. One individual was rescued and taken to the hospital for treatment.

 

As per police and fire department authorities, a car parked nearby was severely damaged when rubble from the building fell on it. At 11.50 a.m., the fire control room received a call about a building fall in Malkaganj, according to Delhi Fire Services (DFS) head Atul Garg. Five fire tenders and rescue crews were first dispatched to the scene. He added that two more fire tenders were dispatched later.

In a move that will bring relief to shopowners in the national capital, the Delhi government has lifted the 8 pm deadline for shops following a slide in Covid cases.

The relaxation, which will come into force from Monday, will apply to all shops, including those in shopping complexes and malls. Also, restaurants in the city can now stay open beyond 10 pm.

Announcing the decision, Chief Minister Arvind Kejriwal said, “Till now, markets in Delhi had permission to stay open till 8 pm. As the number of Covid cases have dropped, this restriction is being lifted.”

The Chief Minister’s announcement came as Delhi reported 19 new Covid cases today and zero deaths with a positivity rate of 0.03 per cent. The number of active cases in the national capital now stands at 430.

During the second wave of Covid infections that struck in April-May this year, Delhi witnessed horrifying scenes of people scrambling for hospital beds and oxygen cylinders. The city had then recorded a single-day high of 28,395 cases and its positivity rate had crossed the 35 per cent mark.

To bring the situation under control, strict curbs had been put in place and all shops, except those dealing in essential items, were ordered to shut. This came as a double blow to shopowners already reeling under the impact of last year’s nationwide lockdown.

In June, when the city was recording about 200 cases daily, the Delhi government allowed shops and restaurants to open between 10 am and 8 pm.

A 22-year-old man has been arrested for allegedly robbing a person at knife point here in order to give an expensive gift to his girlfriend on her birthday, officials said on Friday.

The accused has been identified as Virat Singh, a resident of Dabri in southwest Delhi, they said.

On the intervening night of Friday and Saturday, an incident of robbery was reported at Dabri police station, where a man alleged that when he was going home and was near Sitapuri bus stand, Dabri, four men robbed his mobile, ₹ 5,500 and his identity card at knife point, a senior police officer said.

He also alleged that one of the accused stabbed him with a knife during the robbery, police said.

On Tuesday, information was received regarding the criminals involved in the incident. Police reached near Gurjar Dairy, Dharmpura, Najafgarh and apprehended Singh, Deputy Commissioner of Police (Dwarka) Santosh Kumar Meena said.

During interrogation, he disclosed that he was working in a call centre in Gurgaon, but he lost his job during lockdown. He wanted to give an expensive gift to his girlfriend on her birthday, police said.

To fulfil their financial requirements, the accused committed the robbery, they said.

One robbed mobile phone was recovered from Singh’s possession, police said, adding that efforts are being made to nab the other accused persons.

The Centre has recommended a CBI probe in the purchase of 1,000 air-conditioned low floor buses by the Delhi government, a matter which has been a bone of contention between ruling Aam Aadmi Party (AAP) and the state unit of Bharatiya Janata Party (BJP), with the latter levelling corruption allegations in the procurement.

People familiar with the development said on Thursday the ministry of home affairs (MHA), after examining the report submitted by Lieutenant Governor Anil Baijal-appointed three-member panel, which it says recommended a “detailed enquiry”, has asked the Central Bureau of Investigation to register a preliminary enquiry (PE) in the matter.

A PE is the precursor to a First Information Report (FIR), during which agency carries out investigations to ascertain whether a cognizable offence is made out or not.

The Delhi government termed the move as “harassment” by the Centre.

“There is absolutely no truth to these allegations. A committee was already set up to investigate the matter thoroughly, which gave a clean chit. It is a politically motivated conspiracy against AAP. The BJP wants to prevent the people of Delhi from getting new buses,” the Delhi government said in a statement.

“In the past as well, the Centre has tried to harass the Delhi government using the CBI, but not even once has their attempt been successful because there has never been any truth to any of their allegations. The Delhi government does not believe in the politics of slander, it only believes in good governance and is committed to delivering upon its promise of good governance,” it added.

Incidentally, as reported by HT in the second week of July, the L-G-appointed panel gave a clean chit to the Delhi Transport Corporation (DTC) in the tendering and procurement of the buses; except finding some “procedural lapses” arising out of “a bona fide decision making”.

“The tendering process of purchase of buses warrants no interference and suffers from no major infirmity… The committee, prima facie, did not come across any material to impute criminal misconduct attributable to any public official,” the report said.

There were only procedural lapses apparently arising out of a bona fide decision-making process. However, a greater effort for understanding the market and a higher degree of due diligence in assessing reasonableness of bids was required compared to what seems to have been demonstrated,” it added.

The DTC, which comes under the Delhi government, in March last year, floated a tender for procurement of 1,000 CNG low-floor buses and issued another tender for allotting the annual maintenance contract (AMC) for these buses four months later.

The Delhi Metro Rail Corporation (DMRC) on Saturday announced changes in the schedule of Pink Line, which connects Majlis Park in north-west Delhi to Shiv Vihar in north-east Delhi, from Monday. The schedule is being changed to integrate the signalling system between Trilokpuri-Sanjay Lake and Mayur Vihar Pocket-1 section, the DMRC said on Twitter.

“First train service from both the ends (Majlis Park and Shiv Vihar) will commence at 6:30 AM (instead of present 6:00 AM). Similarly, the last train service from both the ends will start at 10:00 PM (instead of 11:00 PM at present),” It tweeted further, explaining the changes.

The DMRC said that on Sundays, services from both the ends will continue to start at 8am, but the last train from both the ends will start at 10pm instead of the current 11pm time.

“Normal first and last train services from 6:00 AM and 11:00 PM on Pink Line will resume from 11th September 2021 onwards,” the DMRC further said.

The Pink Line became the longest operational corridor of the Delhi Metro network after a small section of the 59-km-long corridor was inaugurated earlier this month. The section of 289 metres between Mayur Vihar Pocket 1 and Trilokpuri Sanjay Lake stations was inaugurated on August 6.

Thunderstorms with light to moderate frequency rain are expected in Delhi, Uttar Pradesh, and Rajasthan, according to the India Meteorological Department (IMD). The IMD indicated in a recent update that thunderstorms with light to moderate severity rain would develop over and around Delhi, North-East Delhi, East Delhi, and the National Capital Region ( Noida, Ghaziabad).

Earlier this morning, the department stated that monsoon circumstances in Delhi remained promising and that it was closely following the situation. The agency had anticipated rain in the national capital beginning on July 10th, but the monsoon rejected the forecast and there was no precipitation in the national capital.
