The state has made out a case for issuing of notice to PIL petitioners, according to Justices Vineet Saran and Aniruddha Bose, on which the HC has ordered a CBI investigation.</p>

<p>The Bengal government argued that the HC was swayed by claims in PIL petitions and a &#8216;biassed&#8217; report by the National Human Rights Commission (NHRC) teams, through their lawyer Kapil Sibal.
