MHA issues guidelines for Lockdown 4.0 – Nationwide lockdown extended till 31st May details in report

MHA on Sunday extended the lockdown for another two weeks till May 31 to curtail the spread of Covid-19 with significant relaxation in fourth phases.

“The NDMA, in exercise of powers under Section 6 (2) (i) of the Disaster Management Act, 2005, hereby directs the ministries and departments of the Government of India, state governments and state authorities to continue the lockdown measures up to 31,”

member secretary G V V Sarma said in a statement.

Key points of the guidelines issued by MHA are:

1. The government has allowed inter-state movement of passenger vehicles and buses with mutual consent of states.

2.Centre has allowed states and UTs to decide the delineation of the Red, Green and Orange Zones, after taking into consideration the parameters laid out by the Health Ministry. Within Red and Orange Zones, Containment Zones and Buffer Zones will be demarcated by the district authorities.

3.Air travel for passengers, except for domestic medical services to remain prohibited. Metro rail services are also prohibited.

4.Schools, colleges and other educational institutions remain closed. Hotels, restaurants and hospitality services will also be closed, with few exceptions like quarantine facilities.

5.The new guidelines make a provision for a night curfew, wherein the movement of individuals remains restricted between 7pm and 7am.

6.The guidelines state that all other activities will be allowed, except for those which are specifically prohibited (except for in containment zones). However, states and UTs may prohibit certain activities based on their assessments.

7.The guidelines, once again, direct employers to ensure that the Aarogya Setu app is installed on mobiles devices of all employees with compatible phones. It also asks district authorities to advise people to install the app.

The extension of the lockdown comes as the death toll due to Covid-19 rose to 2,872 and the number of total positive cases climbed to 90,927 Sunday morning, according to the Union Health Ministry.

Earlier today, Maharashtra and Tamil Nadu, the two states with the highest number of coronavirus cases in the country, extended the lockdown till May 31 ahead of the Centre’s new guidelines.
